With a view to ensuring the implementation of the Official Language Policy of the Government of India and also promoting the use of Hindi in NABARD, Rajbhasha Prabhag is functioning right from the date of inception of NABARD. Presently the Prabhag (located at Head Office, Mumbai) is headed by the Officer-In-Charge in 'D' Grade (Deputy General Manager) who is assisted by two other DGMs, 13 other Officers and 2 Translators. Similarly, Rajbhasha Sections are working in various ROs of the Bank.
The Core functions of Rajbhasha Prabhag are as under:
Ensure compliance of various provisions of the Official Languages Act, 1963 and the Official Languages Rules, 1976 framed thereunder, as also implementation of the annual time bound programme issued by the Government of India.
To arrange Hindi Language training for the staff not having working knowledge in Hindi as also to arrange Hindi Stenography training to Stenographers and Hindi Typing Training to Typists. Further, it organises Hindi Workshops and other training programmes such as computer training in Hindi in order to upgrade the skill of the staff to use Hindi in their day-to-day functioning. A separate voluntary Hindi Learning Scheme called "Door Shikshan Yojna" is also being implemented in the Bank.
The Division ensures that the bilingual requirement of the circulars, reports and other documents, as per the provisions of the Act and Rules, is complied with. It also arranges Hindi translation of Bank's various publicity material, reports, training material and other reference literature.
Implementation of various incentive programmes to motivate staff members to use Hindi in their day-to-day office work.
Help literature, such as Agriculture- Banking Glossary, Specimen of Standard letters/ drafts in Hindi, Hindi equivalents of common sentences etc. is also made available to the staff.
Monitoring the progress of Hindi in its various Regional Offices and Head Office Departments of the Bank and compilation of the progress reports for the purpose of submitting the same to the Government of India / RBI.
Organisation of meetings of the Official Language Implementation Committee of the Bank to review the progressive use of Hindi in the Bank and participation in the OLI Review meetings convened by the Government of India and RBI.
Arrange publications of the Bank in bilingual form and bringing out its Quarterly Hindi journal "Rashtriya Bank Srujana" meant for dissemination of relevant information on agriculture and rural development. Incidentally the journal has till date bagged 24 prizes from different organisations. |
