Procedure followed in the decision making process, including channels of supervision and accountability

Hierarchy based decision making process with group approach is adopted for performing the functions of the Department.  Each case is processed by Asst. Manager/ Manager with the support of clerical staff and is placed before to the higher grade officers (upto CGM, ED and MD), for final decision.  In case of R & D proposals for seminars, as delegated by the Board, sanction is accorded upto Rs.1,00,000/- by ED, Rs.5,00,000/- by MD, Rs.10.00 lakh by Chairman, and above Rs.10.00 lakh by Management Committee.  For Research Projects / studies, sanctioning power upto Rs.2.00 lakh vests with MD, upto Rs.5.00 lakh by Chairperson, upto Rs.20.00 lakh by the Management Committee and beyond Rs.20.00 lakhs by the Board.  In case of TME/TCS Cell, Chair Unit and Occasional Paper, the sanctioning power rests with the Management Committee.  The power to release the sanction amount as delegated by the Board rests with the GM upto Rs.1.00 lakh and CGM beyond Rs.1.00 lakh.

Norms set by it for the discharge of its functions

For each functional activity, specific norms have been adopted for discharging the functions.  For example, in case of seminar, study projects, chair units, TME / TCS, Occasional paper, specific norms duly approved by the Management have been adopted.  Similarly, in case of evaluation studies, while drawing the targets for different ROs, specific norms like number of AEs in the RO, past studies conducted, sectoral deployment of refinance and maturity of the investment etc., are taken into consideration.  Norms for assigning the evaluation studies are as per the R & D guidelines.

A statement of the categories of documents that are held by it or under its control

Case specific documents are held by the respective units/ divisions, under the control of the department.  The concerned clerk / AM of the unit are responsible to manage, control and upkeep these documents. The categorisation of documents is unit wise and for each specific case a separate file is opened.

University teachers and researchers of repute are often consulted on academic / policy issues as and when required.

Manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes.

The department does not execute any subsidy based programmes.  As stated at Sr.No.11, the need-based grant/ loan support is provided to outside agencies for conduct of the studies, seminar, conference, chair units, preparation of occasional papers etc.

Details in respect of the information, available to or held by it reduced in an electronic form.

Currently, information such as annual report, summary of evaluation study report, R & D Guidelines etc. are available in an electronic form at our website.  In addition, all the study reports as also research papers and articles and speech prepared in the department are available in the electronic form.  Besides, the entire monitoring mechanism of different units are also done on electronic form.  A general information in respect of R & D proposals received in the department either for seminar or study projects are also maintained in electronic form.

Particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.
