Functions of Department

 
INSTITUTIONAL DEVELOPMENT DEPARTMENT

1 Particulars of its organisation, functions and duties The Department has been organised to provide focus on the Insititutional Depelopment of two vital financial entities in the country viz. Cooperative Banks and RRBs. Attenttion is given by the Department on making the cooperatives and RRBs vibrant and strong. The Department is engaged in formulating policies in respect of cooperatives and RRBs on institutional developments. Recommending on branch licencing appointment of chairman, matters relating to audit, HID matters of RRBs. Conducting annual reviews of cooperatives and RRBs and maintain the data of the entities. providing assistance under Cooperative Development Fund (CDF) to cooperatives. The department oversees the activities under Development Action Plan (DAPs) and Memorandum of Understanding (MoUs) for institutional development of cooperatives.
2 The powers and duties of its officers and employees As per annexure I
3 Procedure followed in the decision making process, including channels of supervision and accountability Hierarchy based decision making porcess with group approach is adopted for performing the function of the Department. Each case is processed by AM/Manager with the support of the clerical staff and is put up to higher grade Officers for final decision with the accountability at each level.
4 Norms set by it for the discharge of its functions

Action on each level of activities is taken in accordance with norms set out by NABARD.

5 Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions; As indicated above above
6 A statement of the categories of documents that are held by it or under its control; Documents on each of the case processed by the Sections are held under the control of Sections of the Department.

Policy/ instructions files are seperately documented by respective Sections of IDD.

7 Particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof No such arrangaments exists in the Department.
8 A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meertings are accessible for public Secretary's Department and other respective Departments

However, the proposals asand when received any agency/bank are processed and sanctioned by the competent authority depending upon the allocation of budget under that activity.

The information in respect of data on cooperatives and RRBs will be up dated every year.
 

Annexure I The powers and duties of its officers and employees:

The Department is on its roll different categories of staff such as, messengers, clerks, typists, stenographers, Officers in various grades starting from Grade A, B, C, D, E and F(Head of the Department). Poweres and duties of the respective categories / grades are indicated below:

 
Category/Grade Powers and Duties Remarks
Messenger Opening of cupboards, taking out case papers(bundles) of the clerks/officers, carrying the cases from one clerk /officer to another clerk / officer, carrying papers to other Departments within the premises and outside the premises keeping the papers/bundles inside the cupboard at the close of the working hours and locking the cupboards.  
Clerk Inwarding the dak (incoming letters etc), despatch of letters and related work, putting up the references/ cases on routine subjects, filing papers. Maintaining various registers, data entry in computer  
Typist Typing of letters/ notes etc. data entry in computers  
Stenographer Take dictation and type letters/ notes etc.  
Officer - Gr. A & B Putting up cases with preliminary scrutiny and facts of the cases, guiding the clerical staff. In case of payment to the contractors /outside parties pass payment / accounting vouchers By and large the duties are attended to within provisions of level jumping.
Officer Gr. C Further analysis of the cases put up by Gr.A, B Officers. Originate the cases depending on the importance of the cases.  
Officer Gr. D Crystalise the ideas / notes, references put up, initiate important issues and provide different options for facilitating decision making. Provide guidance to the colluges.  
Officer Gr. E To facilitate the decision making by the Departmental Head, Also guide the Sections being looked after.
