2 Delegation of powers -
NABARD Expenditure Rules, 2008 has stipulated delegation to officers at various levels to incur expenditure on behalf of the Bank. The provisions of the rule as applicable to Premises Department are indicated below :
1. Budget for acquisition of immovable property for office and residential purpose shall be approved in the Board.
2. Any immovable property for office and residential quarters acquisition shall be in principle approved in the Board irrespective of cost of land.
3. Subject to provision of 1 & 2 expenditure may be sanctioned upto limits as specified herein below.
i. Land/Building
a) CGM - Rs. 100 lakh
b) ED - Rs.200 lakh
c) MD - Rs.500 lakh
d) Board - Exceeding Rs. 500 lakh
ii. Construction
a) CGM(HO), -- Rs.100 lakh
b) ED -- Rs.200 lakh
c) MD -- Rs.500 lakh
d) BOARD --Exceeding Rs.500 lakh
4. Addition & Alteration of Bank's building
a) MGR -- Rs.20,000/-
b) AGM -- Rs.50,000/-
c) DGM -- Rs.1 lakh
d) GM -- Rs.2 lakh
e) CGM (RO/OIC) -- Rs.20 lakh

5. Repairs to Bank's property - Office/Staff Quarters periodical repairs, painting, etc.

6. Maintenance/Service Contracts
CGMs GAD / PD, HO can approve expenditure made new contracts under maintenance and service contracts. Renewal of contracts to be approved by DGM in accordance with instructions issued by GAD / PD, HO from time to time provided there are no changes in Terms and Conditions other than due to duties / taxes etc. Expenditure not exceeding Rs.50,000/- to be sanctioned by DGM on each occasion for carrying out repairs to the office building, leased to the Bank, provided terms of agreement empower to carry out such repairs.
3 Procedure for Decision Making
The Department has a practice of taking decisions through committee approach. The proposals are initiated by officers in zones/sections and passed through various levels. Different bodies/committees involved in the decision making process are as under :
- The Board of Directors decide on proposals for acquisition of immovable properties.
- Committee of Executive Directors discuss and recommend proposal exceeding Rs. 100 lakh.
- Technical sub-committee which has one external member as consultant decide on technical issues.
- All procedures as laid down in the Constructions Department Guidelines are followed for calling tenders/quotations and awarding the works.
4) Category of documents held
The department has the custody of property-related documents such as sale deed, conveyance and building plan etc. |
