Procedure followed in the decision making process, including channels of supervision and accountability

Hierarchy based decision making process with group approach is adopted for performing the functions of the department. Each case is processed by Manager with the support of clerical staff and is placed to the higher grade officers (upto CGM, ED and MD), for final decision. In the case of studies being outsourced, sanction is sought for from the sanctioning authority.

Norms set by it for the discharge of its functions

Each Officer is given specific duties and clear norms have been laid down for discharge of his/her functions. Cases have to be processed and put up to the higher level with greater speed without compromising the quality of the work. The senior officers constantly supervise, interact and guide the junior officers for discharge of their functions.

Instructions given in the circulars are closely followed in discharging specific functions of the Department. Guidelines on in-house monitoring, preparation of Tranche Completion Report and outsourcing of Monitoring and Evaluation Studies have been structured for the purpose.

During the monitoring and evaluation studies public opinion including the beneficiaries' perceptions are recorded and taken into consideration while formulating the recommendations emanating from the studies. The Department gives due emphasis for social audit of RIDF projects wherever possible.

No subsidy is released by the department. The State Governments are provided RIDF loans on reimbursement basis against the actual expenditure incurred in execution of sanctioned projects.

Particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.

The publications (four) have been widely distributed to all ROs for dissemination of information on RIDF projects for use of the public. The intention for outsourcing monitoring and evaluation studies for the current year is also available on the website for the information of the citizens.
