1. Particulars of its organization, functions and duties
Technical services department TSD is the service provider on
technical issues and works in close collaboration with ICD0, DPD-FS, CPD, SPD & PCD, etc. The department helps
in appraising the scheme technically & provides policy advocacy and guidance
on farm sector investments covered under institutional credit to financing
banks, state governments, government of india departments and planning
commission, commodity boards, etc. The department maintains close liaison with
agricultural universities and ICAR institutions in various disciplines. The

A. DUTIES OF THE DEPARTMENT
- First level scrutiny, field / desk appraisal of the projects pertaining to eligible activities under RIDF Tranch done at Regional Office.
- Second level received scrutiny, field / desk appraisal of the projects pertaining to eligible activities under RIDF Tranch received from the NABARD Regional Offices done at State Projects Department, Head Office.
- Preparation of "Memorandum of Sanction" (MOS) of the projects to be submitted to the Project Sanctioning Committee ( PSC ),a committee of the Board of Directors of NABARD.
- The approval of the MoS to be placed before PSC for sanction is done by concerned Executive Director.
- The projects are sanctioned by PSC.
- Issue of Sanction Letters conveying Special and General Terms and Conditions of sanction of projects to the concerned State Govt..
- Periodical updation of data on sanctions and /or deletion of the projects, expected benefits and disbursements for the purpose of MIS.
- Formulation of policies relating to RIDF, issue of guidelines and bringing about necessary refinements by SPD, NABARD Head Office depending upon the prevailing requirements as well as suggestions received from State Governments and Regional Offices of NABARD, findings of the evaluation studies,etc. .
- Organising Awareness / Training Programmes, workshops, seminars for capacity building of own staff as well as State Government Officials in conjunction with Regional Offices and Training establishments.
- Providing guidance to the State Governments for the formulation of Suitable Project Reports under eligible sectors / activities.
- Coordination among various agencies for any specific project as directed by the Government of India.
- Compliance to the various observations raised by RBI Inspection and internal Inspection Department.
- Information/answers to the Parliament Questions and VIP references in coordination with other departments and ROs.
- Consideration of cost escalation proposals on the merits of each case.

SR.NO.3 : Procedure followed in the decision making process, including channels of supervision and accountability.
The projects pertaining to eligible activities under each RIDF tranche are submitted by the State Governments through their Finance department to NABARD's Regional Offices. The project proposals are scrutinized and appraised by the Regional Office with the help of Consultants if necessary, by conducting desk and field appraisal. Appraisal reports submitted by the ROs are then scrutinised by State Projects Department at HO and draft Memorandum of Sanction are approved by the concerned ED. The MoS are placed before Project Sanctioning Committee (PSC) for consideration of sanction. PSC is a committee of the Board of Directors of NABARD :
Normally seven or eight meetings of PSC are held in a year to sanction loans from the RIDF corpus.
Sanction of projects is communicated to the State Governments by a sanction letter which consists of General Terms and Conditions as well as project specific Special Terms and conditions / suggestions.
SR.NO. : 4 Norms set by it for the discharge of its functions
- The quantum of the loan to be sanctioned under each tranche, eligible activities under a tranche and the rate of interest for the same and the period of loan is decided by the GoI and RBI.
- Sanctions under RIDF are given on first-come- first- served basis. However, a normative allocation is done for all States on the basis of norms prescribed by the PSC. Currently, the allocation norms provide equal weightage to rural population, Geographical Area of the State, Infrastructural Development Index and State Government's performance under earlier RIDF Tranches. Some of the State Governments are not able to fully utilise the allocation and the State-wise allocations are reviewed by PSC from time to time and accordingly reallocated.
- The projects are submitted by the State Governments through their Finance department (which is identified as the nodal department for the purpose of RIDF) to NABARD's Regional Offices. Efforts are made to ensure that the projects complete in all respects are sanctioned within a reasonable time of its receipt.
- The projects are sanctioned with General Terms and Conditions as well as project specific special terms and conditions / suggestions.
- Though the State Governments, thereafter, are provided loans on reimbursement basis against the actual expenditure incurred in execution of sanctioned projects, mobilisation / start up advance is also released on acceptance of the terms and conditions by the State Govt. to speed up the implementation of the projects.
- Workshops for the Govt. Staff working in various line departments connected with RIDF projects is also conducted from time to time by NABARD.

SR.NO. : 7 Particulars of any arrangement that exists for consultation with,
or representation by, the members of public in relation to the formulation of its policy or implementation thereof Public opinion is taken into consideration based on feedback received from public during monitoring and evaluation studies. The same is taken into consideration for policy formulation. Further the considered views and suggestions received from the representatives of public such as Members of Parliament, MLAs, various Committees are duly considered for bringing about refinements in the policies and procedures to the extent feasible and considered necessary in consultation with RBI, GoI, etc.
SR.NO. : 11 Budget allocated to each of its agency, indicating the particulars
of all plans, proposed expenditures and reports on disbursements made
The corpus of RIDF is announced in the Union Budget by the Hon'ble Finance Minister every year. The eligible sectors/activities under a RIDF tranche, rate of interest and period of loan are decided / indicated by GoI and RBI. The RIDF loan is generally phased upto 3 years and the loans are released by Regional Offices. The reports of disbursements is maintained at RO as well as HO. Under the present tranche (RIDF XI), the corpus is Rs.8000 Cr. The eligible purposes are -
- Rural Roads;
- Rural Bridges;
- Minor Irrigation Projects/Micro Irrigation;
- Soil Conservation;
- Flood Protection;
- Watershed Development/Reclamation of waterlogged areas;
- Drainage;
- Forest Development;
- Market Yard/Godown, Apna Mandi, rural haats and other marketing infrastructure;
- Cold storage, Public or Joint sector cold storage at various exit points;
- Seed/Agriculture/Horticulture Farms;
- Plantation and Horticulture;
- Grading and certifying mechanisms such as testing and certifying laboratories etc.;
- Community irrigation wells of irrigation purposes for the village as a whole;
- Fishing harbour/jetties;
- Riverine Fisheries;
- Animal Husbandry;
- Modern Abattoir;
- Medium Irrigation Projects;
- Mini Hydel Projects;
- Drinking Water;
- Infrastructure for Rural Education Institutions;
- Public Health Institutions(including mobile health clinics);
- Construction of toilet blocks in existing schools, where necessary, specially for girl students, so as to improve the amenities available in schools;
- "Pay & use" toilets in rural areas;
- Major Irrigation Project (only those projects already sanctioned and under execution);

- Small Hydel Projects (upto 10 MW);
