The Right to Information Act, 2005

 

The Right to Information Act, 2005 has been passed by Parliament and has received the assent of the President on 15 June 2005 The Act aims at providing for setting out the practical regime of the right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commission and for matters connected therewith or incidental thereto.

The Act extends to the whole of India except the State of Jammu & Kashmir. The entire Act comes into force with effect from 12 October 2005 . Under the provision of the said Act, NABARD as a Public Authority is under obligation to publish certain data as required under Section 4 (1) (b) of the Act. Besides, under Section 5 (1), NABARD is required to designate Central Public Information Officers in all its offices to provide information to citizens requesting for the same.

Accordingly, NABARD has designated Shri D.P. Misra, General Manager, Corporate Planning Department, Head Office, Mumbai as the Central Public Information Officer. The address and other details of Shri Misra are as follows :

Similarly, Public Information Officers (PIO) for all the Regional Offices of NABARD located in different States have also been designated.

Similarly, the Chief General Managers / Officers-in Charge of the Regional Officeslocated in various States have been designated as the Appellate authority for receiving appeals regarding matters relating to the concerned States under the provisions of 19(1) of the Act.

The citizens who wish to obtain information regarding NABARD can approach the Regional Offices located at the State headquarters for information specific to their State and NABARD Head Office, Mumbai for information relating to NABARD in general. The information would be provided based on an application accompanied by the prescribed fees for the purpose. The fees prescribed for the purpose are as under :

Application Fee : Rs. 10/- per application

For providing information:

  1. Rs. 2/- per each page (in A4 size paper) created or copied
  2. actual charge or cost price of a copy in larger size paper
  3. actual cost or price for samples or models; and
  4. for inspection of records, no fee for the first hour ; And a fee of Rs. 5/- for each 15 minutes (or fraction thereof thereafter).
  5. For information provided in diskettes, floppy : Rs 50/- for diskette or floppy

For information in printed form at the price fixed for such publication or Rs 2/- per page of photocopy.

The amount may be tendered at the concerned Regional Office or Head Office of NABARD in the form of cash or by Demand Draft or bankers cheque drawn in favour of NABARD

The citizens of below poverty line category are exempted from paying the fees.

Under the provisions 4(1)(b) of the Act, NABARD has provided information Department wise under various heads as indicated below in its Website. (www.nabard.org)

  1. The particulars of its organization, functions and duties
  2. The power and duties of its officers and employees
  3. Procedure followed in decision making including channels of supervision and accountability
  4. The norms set by it for the discharge of its functions
  5. The rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions.
  6. Statement of categories of documents that are held by it or under its control.
  7. A Statement of the Boards, Councils, Committees and other bodies consisting of 2 or more persons constituted as its part or for the purpose of its advice.
  8. Directory of its officers and employees
  9. Monthly remuneration received by its officers and employees
  10. The budget allocated to its departments

The information provided in the Website is being updated on a regular basis. However, while citizens are free to source our website for any information, they can also approach Regional Offices / Head Office of NABARD for obtaining additional information, if any under the Act.
