Special Audit of Primary Agricultural Credit Societies (PACS)
In AP, 4464 PACS were reorganised into 2738. Special Audit was conducted in 4455 out of 4464 PACS and in 200 out of 204 PACS ceded to Commercial Banks/RRBs, i.e.  2938 PACS. Respective DLICs have recommended recapitalisation assistance on behalf of these reorganised PACS to SLIC. Total financial package assessed and recommended by SLIC for release so far is detailed below :

Special audit of Central Cooperative Banks (CCBs)/SCB

Cooperative Reforms

The Andhra Pradesh Cooperative Societies Act 1964 amended through the AP Cooperative Societies (Amendment) Act 2007 and Official Gazette notification issued on 16 April 2007.
Rules amended. Bye-laws of PACS, CCBs and SCB have been amended.

Governance and Management

• Elections held in all 3 tiers in Oct/Nov 2005. The elections were due in Oct/Nov 2010, however State Govt has promulgated an ordinance amending APCS Act and extended the term of existing elected Managing Committee by 2 years .
• Three Professional Directors are appointed on the Board of SCB. Out of 22 CCBs 7 CCBs have 3 Professional Directors and 4 CCBs have 2 Professional Directors. The process is under progress in remaining CCBs .
• CEOs of all 22 CCBs and APSCB  are as per Fit and Proper criteria.

Statutory Audit of SCB/CCBs

Statutory Audit by Chartered Accountants from NABARD approved panel has been completed as on 31 March 2008,  2009, 2010 and  2011 in APSCB and all 22 CCBs. Audit as on 31 March 2012 is complete in the SCB and is under progress in the CCBs.

Introduction of CAS/MIS

All PACS have implemented CAS w.e.f 01 April 2009.

Computerisation

State Govt has engaged CoOption Technologies for IT enabled services in PACS, wherein CAS/MIS would be incorporated as per decision of SLIC. So far 1234 PACS have been computerised and MIS has been generated in all the PACS.

HRD Initiatives

• APCOB-CTI identified as nodal agency to coordinate and organise training programmes for capacity building in the state.
• 37 Master Trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members.
• 83 District Level Trainers (DLTs) trained by the Master Trainers DLTs imparted training to 4,993 PACS functionaries and 5,006 elected members at District / Taluka level.
• Training on CAS/MIS imparted to 4,902 PACS functionaries. Further 1,589 Supervisors of CCBs/ Deptl Auditors have been trained for providing hand holding support to PACS.
• CEOs of 24 CCBs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.
• 8 Master Trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS. They have in turn imparted training to  2750 PACS Secretaries.
• 86 District level trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS
• 191 Branch Managers/Senior Officers of CCBs/SCB trained under Business Development/Diversification Programme
• 307 elected board of directors of CCBs and SCBs have been trained on the need for change and issues in governance in the post reform scenario.

Others

• All PACS have prepared Business Development Plans (BDPs).  
• One PACS and 9 CCBs have State Govt equity at more than 25%.  State Govt. has indicated that conversion of 141.09 crore is agreed to and actual conversion will be done as per eligibility under the Cooperative Societies Act.

The Arunachal Pradesh State Cooperative Societies Act, has been amended in the State Legislature and the bill has been passed on 20 April 2010. Gazette notification awaited.
The bye-laws of SCB and LAMPS have been amended.

HRD Initiatives

• Training on CAS/MIS imparted to 40 LAMPS functionaries. Further 40 Departmental Auditors have been trained for providing hand holding support to PACS.
• A two day training programme on Special Audit of SCB  was conducted for Departmental auditors/ CAs /SCB officials. Five participants from the state attended the programme.
• 40 Branch Managers/Senior Officers of CCBs/SCB trained under Business Development/Diversification Programme
• 2 Master Trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS.

Share capital is in excess of 25%. However,  is  permissible under the special dispensation for the NER States.  .

Cooperative Reforms

Assam Coop Soc. Bill, 2007 still awaits Presidential assent to become an Act.  In the meantime, draft amendments to the Bill as per Revival Package vetted by NABARD and sent to Govt. of Assam for amendment. The State Govt. of Assam has approved the proposed amendments to CSA 2007, pending the actual amendment which is likely to take some more time in view of the statutory requirement for obtaining Presidential Assent for the earlier amendments.

Cooperative Reforms

• Bihar Cooperative Societies Act 1935 amended through Bihar Cooperative Societies (Amendment) Act, 2008 and Official Gazette notification issued on 30 April 2008.
• Rules and Bye-laws of PACS have been amended in December 2008. Bye-laws of BSCB have been amended. Bye-laws of all CCBs  amended.

Governance & Management

• Elected Board put in place in all PACS and 4 CCBs. High court has vacated the earlier stay order on elections and has directed to complete elections in CCBs.

Statutory Audit of SCB/CCBs

Statutory Audit by Chartered Accountants from NABARD approved panel has been completed as on 31 March 2009, 31 March 2010 and 31 March 2011 in Bihar SCB and all 22 working CCBs.

Introduction of CAS/MIS

The printing of registers is decentralised at the CCB level. Printing and distribution of registers is under progress. So far, 18 CCBs have printed and distributed the registers to their PACS.

Computerisation of CAS & MIS

The SLIC has opted for the core software  identified by NABARD for computerisation of CAS/MIS in PACS. Three PACS have been identified for dry run of the software. Dry run is expected to commence shortly.

HRD Initiatives

• DNS Institute for Cooperative Management, Patna identified as the nodal agency to coordinate and organise training programme for capacity building in the state.
• 14 Master Trainers trained by BIRD on training modules for PACS Secretaries and elected members.
• 64 District Level Trainers (DLTs) trained by the Master Trainers
• DLTs imparted training to 3397 PACS Secretaries and 16785 Board Members at District / Taluka level.
• 10 Master Trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS
• 25 CEOs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.

Pending this no new bill can be moved in the Assembly. However, the State Cabinet has approved the proposed amendments in Cabinet Meeting on 27 August 2008.

Rules amended .Bye-laws of SCB and all 18 CCBs have been amended.  7158 of 7174 PACS  have been granted approval for amendment of their bye-laws.

Governance and Management

• Elected Board put in place in SCB, 17 out of 18 CCBs and  6884 out of 7174 PACS. Elections in Ahmedabad CCB subjudiced.
• Professional Directors are put in place in 17 CCBs and Gujarat SCB.

• Gujarat State Coop. Union (GSCU) identified as nodal agency to coordinate and organise training programmes for capacity building.
• 15 Master Trainers trained by BIRD, Lucknow, on training modules for PACS Secretaries and elected members.
• 209 District Level Trainers (DLTs) trained by Master Trainers
• DLTs imparted training to 7,238 PACS Secretaries and 13431 Board members at District/ Taluka level.
• Training on CAS/MIS imparted to 5651 PACS functionaries at the ground level. Further 206 Supervisors of CCBs/ Departmental Auditors have been trained for providing hand holding support to PACS.
• 6 Master Trainer's have been trained under Business Development Programme. 110 DLTs trained  by the Master trainers have imparted training to 6510 PACS Secretaries
• 20 CEOs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.
• 81 elected Board of Directors of CCBs and SCBs have been trained on the need for change and issues in governance in the post reform scenario.
• 954 Branch Managers and Senior Officers of CCBs/SCB have been trained on business development/diversification.

• One Impact Study has been conducted. IDS, Jaipur to conduct another impact study in Gujarat.
• 30  PACS have State Govt.equity in excess of 25%. Conversion of excess equity into grant is under active consideration  of State Govt.

Haryana Coop. Societies Act 1984 amended through Haryana Coop. Societies (Amendment) Act, 2007 and Official Gazette Notification issued on 05 October 07.
The draft Rules have been prepared and is pending with the  State Govt. since May 2010 for approval. The SCB and  all CCBs have amended their bye laws. Bye laws of 487 PACS amended.

Governance and Management

• Elected board is put in place in SCB,   all 19 CCBs and 594 out of 604 PACS.
• Professional Directors are put in place in Haryana SCB and all 19 CCBs..
• CEOs as per Fit & Proper Criteria  appointed in Haryana SCB and 19 CCBs.

All PACS prepared B/S and P & L account as per CAS from 2008-09 onwards.

Computerisation of CAS&MIS in PACS

Software developed by M/s Nelito systems is rolled out in 325 PACS in the first phase. HCL Infosystems has been identified as the Software Deployment Agency (SDA) and the identified resources of HCL have been trained in the software by the Software Developer. Installation of hardware in all 325 PACS is completed. Training of PACS staff by SDA is completed in 9 districts.  The SLIC has approved the tendering for SDA & procurement & installation of hardware in respect of remaining 277 eligible PACS in the State. As in the first phase, the HSCB would be the nodal agency for computerization.  Financial bids have been opened and finalization of vendor for hardware is in progress. Re tendering has been  done for identification of vendor for software deployment.

Assessment of Recapitalisation Assistance

1.    Special Audit of Primary Agricultural Credit Societies (PACS)
Special Audit conducted in 5153 PACS/ Farmers' Service Society (FSS) out of 5259 affiliated to 29 CCBs and ceded to 3 commercial banks. Respective DLICs have recommended recapitalisation assistance on behalf of these PACS to SLIC. Total financial package assessed and recommended by SLIC for release so far is detailed below:

Cooperative Reforms

1. The Rajasthan Coop. Societies Act, 2001 has been amended. Ordinance issued on 16 October 2009 and gazetted on  03 April 2010.
2. Rules amended and notified  on 19 Sep 2011. Amended Rules vetted by NABARD and sent back to State Govt.
3. Model Bye laws  have been circulated to the CCS entities for adoption.  SCB/CCBs yet to adopt model bye laws.

Governance and Management

1. Elected Board is put in place in SCB,  all 29 CCBs and all 5255 PACS.
2. Professional Directors  as per Fit & Proper criteria all in place in SCB and in  28 CCBs

Statutory Audit of SCB/CCB

Statutory Audit as on 31 March 2010 and 31 March 2011 by CAs from NABARD approved panel is completed in SCB and  all CCBs. Statutory Audit as on 31 March 2012 completed in SCB and 6 CCBs.

Introduction of CAS/MIS

Registers have been printed  for implementation of CAS/MIS and PACS are using the registers.

Computerisation of CAS & MIS

The SLIC has opted for the core software being developed by NABARD for computerisation of CAS/MIS in PACS. A sub-committee for computerisation has been consitituted. Dry run of the software  is in progress in three PACS. Bilingualisation of the software in Hindi is completed.

HRD Initiatives

 - Rajasthan Institute of Coop Management (RICEM) identified as nodal agency to coordinate and organise training programmes for capacity building in the state.
- 17 master trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members

1. 152 District Level Trainers (DLTs) trained by the Master Trainers
2. DLTs imparted training to 5,254 PACS functionaries and 7,662 elected members at   District /Taluka level.
3. 5,254 PACS functionaries have been trained under CAS/MIS
4. 174 Supervisors of CCBs/ Departmental Auditors have been trained for providing hand holding support to PACS.
5. 4 Master Trainers' have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS  
6. 161 elected board of directors of CCBs and SCBs have been trained on the need for change and issues in governance in the post reform scenario.
7. 101 Branch Managers and Senior Officers of CCBs/SCB have been trained on business development/diversification.

Others

- State Govt. share is in excess of 25% in  6 CCBs. Excess equity converted into grant in repect of 6 CCBs. Excess equity of 5.80 crore in respect of 1549 PACS and 2.34 crore in respect of 6 CCBs have been converted into grant.
- Out of 5259 PACS, 5147 PACS have prepared their BDPs.

Statutory Audit of SCB

Statutory Audit of the SCB as on 31 March 2010 and 31 March 2011 by Chartered Accountants from NABARD approved panel is completed.

Introduction of CAS/MIS

Printing of registers is completed and is being supplied to PACS for their use.

Computerisation of CAS & MIS

The SLIC has passed a resolution to opt for the core software being developed by NABARD for computerisation of CAS/MIS in PACS.

HRD Initiatives

• 3 Master Trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members. The master trainers, in turn, imparted training to 67 PACS functionaries and 243 elected members at District /Taluka level.
• 196 PACS functionaries and 25 Supervisors of CCBs/ Departmental Auditors have been trained for providing hand holding support to PACS
• 6 Master Trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS.

Others

• The board of SCB was reconstituted in Nov 2010; State Govt. nominee has been restricted to 1.
• State govt. equity in excess in SCB and in PACS/LAMPS. State Govt. yet to take decision for conversion.

Statutory Audit of SCB/CCB

Statutory Audit by Chartered Accountants from NABARD approved panel has been completed as on 31 March 2009, 31 March 2010 and 31 March 2011  in Tamilnadu SCB and all CCBs. Statutory Audit as on 31 March 2012 completed in 4 CCBs and is under progress in the remaining CCBs.

Introduction of CAS/MIS

The RCS has issued instructions to PACS for using the new registers under CAS/MIS from 01.04.2009.

Computerisation of CAS&MIS in PACS

M/s. Onward eServices has been awarded the work of Software Development for computerisation of PACS in Tamil Nadu. The software developed by the Vendor was tested in 2 PACS for confirmity with the requirements under CAS/MIS and  the roll out of the software is in progress. M/s Onward eServices and M/s Wipro Infotech have been identified for roll out of software and training of PACS staff.
Of the 1663 PACS that have been identified in the first phase for computerisation, data creation is completed in 1586 PACS. 631 PACS have been brought online.

HRD Initiatives

• ACSTI, NICM, Madurai and Natesan Institute of Training Centre,      Chennai have been identified as nodal agencies to coordinate and organize training programme for capacity building in the State.
• 6 master trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members.
• 194 District Level Trainers (DLTs) trained by the Master Trainers
• DLTs imparted training to  4339 PACS functionaries at District / Taluka level
• 5,084 PACS functionaries and 110 Supervisors of CCBs/ Departmental Auditors have been trained for providing hand holding support to PACS.
• 23 CEOs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.
• 10 Master Trainers' have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS.
• 182 DLTs have been trained in the BDP module, who in turn have imparted training to 4431 PACS functionaries under Business Development Programme.
• 958 Branch Managers and Senior Officers of CCBs/SCB have been trained on business development/diversification.

Others

State Govt. share is in excess of 25% in  4 CCBs and 164 PACS. GO for conversion of excess equity into grant has been passed on 23 August 2011.

A two day training programme on Special Audit of SCB  was conducted on 18 and 19 September 2009 for Departmental auditors/ CAs /SCB officials. Three partcipants from the state attended the programme.

Cooperative Reforms

Tripura Cooperative Societies Act, 1974 amended through Tripura Cooperative Societies Act, 2009.  Oridinance passed on 09 July and Gazette Notification issued on 01 October 2009.
The amended Rules vetted by NABARD and being placed for Cabinet approval.
Amended bye laws of SCB is approved by RCS. All 268 LAMPS/PACS have adopted model bye laws circulated by RCS.

Others

• Government of Tripura has converted it share capital above 25 % in PACS and LAMPS amounting to 5.28 crore towards grant in aid of which the grant for PACS is   3.06 crore and that for LAMPS is  2.22 crore.  Tripura SCB not complying with Sec 11 of B R Act, and hence the State Govt has not converted the excess equity above 25% in respect of Tripura SCB. This is permissible under the special dispensation for NER States.

Special Audit conducted in 729 PACS out of 753 PACS affiliated to 10 DCCBs. Respective DLICs have recommended recapitalisation assistance on behalf of these PACS to SLIC. SLIC is yet to finalise the recapitalisation assistance.

2 Special Audit of Central Cooperative Banks (CCBs)

Special audit of 9 eligible CCBs is completed. SLIC is yet to finalise the recapitalisation assistance.

Cooperative Reforms

1. Amendments to the CS Act of Uttarakhand have been vetted by NABARD and is under consideration of State Govt. on 27 October 20098. However the State Govt. despite several rounds of discussion is yet to amend the Act.
2. Pending amendment to the Cooperative Societies Act, Rules and bye laws of CCS entities are not amended. Other reform measures are yet to take off.

Uttar Pradesh Cooperative Societies Act, 1965 amended through Uttar Pradesh Cooperative Societies (Third Amendment) Act, 2007.  Gazette Notification issued on 10 December 2007.
Rules have been amended and  notified. 
Model bye laws circulated for adoption.UPCB and PACS from 15 mandals have amended their bye laws. Confirmation to be received from CCBs.

Governance and Management

1. Elected Board is put in place in SCB, 49 CCBs and  in 6686 out of 6740 PACS. 
2. CEOs of SCB & 45 CCBs are as per fit and proper criteria. The appointment however is yet to be done by the Board.
3. Professional Directors have been put in place in 49 CCBs. Two Professional Directors are placed on the board of SCB.  Seven vacancies exist in 5 CCBs. Elections not conducted in 1 CCB.

Statutory Audit of SCB/CCBs

Statutory Audit by Chartered Accountants from NABARD approved panel has been completed as on 31 March 2008, 31 March 2009, 31 March 2010 and 31 March 2011 in UP SCB and all CCBs. Statutory Audit as on 31 March 2012 completed in 22 CCBs.

Introduction of CAS/MIS

6506 PACS have introduced CAS. 5523 PACS have prepared their financial statements as on 31 March 2009 as per CAS and 4158 PACS have prepared their financial statements as on 31 March 2010 as per CAS. Further, 353 PACS have prepared their financial statements as per CAS as on 31 March 2011.

The SLIC has opted for the core software for computerisation of CAS/MIS in PACS. Dry run of the software completed in three PACS.

Printing of books and ledgers for PACS has been completed and the books have been supplied to all PACS. CAS/MIS  implemented from 01.04.2009.

SLIC has opted for the core software for computerisation of CAS/MIS in PACS. Dry run is completed in all 3 PACS. Customisation of software completed. Installation of hardware and rollout of software is in progress.
