Special Audit of Primary Agricultural Credit Societies (PACS)
In AP, 4464 PACS were reorganised into 2738. Special Audit was conducted in 4455 out of 4464 PACS and in 200 out of 204 PACS ceded to Commercial Banks/RRBs, i.e. 2938 PACS. Respective DLICs have recommended recapitalisation assistance on behalf of these reorganised PACS to SLIC. Total financial package assessed and recommended by SLIC for release so far is detailed below :

Cooperative Reforms |
The Andhra Pradesh Cooperative Societies Act 1964 amended through the AP Cooperative Societies (Amendment) Act 2007 and Official Gazette notification issued on 16 April 2007.
Rules amended. Bye-laws of PACS, CCBs and SCB have been amended. |
Governance and Management |
- Elections held in all 3 tiers in Oct/Nov 2005. The elections were due in Oct/Nov 2010, however State Govt has promulgated an ordinance amending APCS Act and extended the term of existing elected Managing Committee by 2 years .
- Three Professional Directors are appointed on the Board of SCB. Out of 22 CCBs 7 CCBs have 3 Professional Directors and 4 CCBs have 2 Professional Directors. The process is under progress in remaining CCBs .
- CEOs of all 22 CCBs and APSCB are as per Fit and Proper criteria.

Statutory Audit by Chartered Accountants from NABARD approved panel has been completed as on 31 March 2008, 2009, 2010 and 2011 in APSCB and all 22 CCBs. Audit as on 31 March 2012 is complete in the SCB and is under progress in the CCBs. |
Introduction of CAS/MIS |
All PACS have implemented CAS w.e.f 01 April 2009. |
Computerisation |
State Govt has engaged CoOption Technologies for IT enabled services in PACS, wherein CAS/MIS would be incorporated as per decision of SLIC. So far 1234 PACS have been computerised and MIS has been generated in all the PACS. |
HRD Initiatives |
- APCOB-CTI identified as nodal agency to coordinate and organise training programmes for capacity building in the state.
- 37 Master Trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members.
- 83 District Level Trainers (DLTs) trained by the Master Trainers DLTs imparted training to 4,993 PACS functionaries and 5,006 elected members at District / Taluka level.
- Training on CAS/MIS imparted to 4,902 PACS functionaries. Further 1,589 Supervisors of CCBs/ Deptl Auditors have been trained for providing hand holding support to PACS.
- CEOs of 24 CCBs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.
- 8 Master Trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS. They have in turn imparted training to 2750 PACS Secretaries.
- 86 District level trainers have been trained under Business Development Programme and Orientation Programme for Supervisors/Inspectors of PACS
- 191 Branch Managers/Senior Officers of CCBs/SCB trained under Business Development/Diversification Programme
- 307 elected board of directors of CCBs and SCBs have been trained on the need for change and issues in governance in the post reform scenario.

Software developed by M/s Nelito systems is rolled out in 325 PACS in the first phase. HCL Infosystems has been identified as the Software Deployment Agency (SDA) and the identified resources of HCL have been trained in the software by the Software Developer. Installation of hardware in all 325 PACS is completed. Training of PACS staff by SDA is completed in 9 districts. The SLIC has approved the tendering for SDA & procurement & installation of hardware in respect of remaining 277 eligible PACS in the State. As in the first phase, the HSCB would be the nodal agency for computerization. Financial bids have been opened and finalization of vendor for hardware is in progress. Re tendering has been done for identification of vendor for software deployment. |

Cooperative Reforms |
- West Bengal Cooperative Societies Act, has been amended and Official Gazette Notification issued on 10 September 2010.
- West Bengal Cooperative Societies Rules, 2011 have since been notified on 18 January 2011.
- Model bye laws circulated for adoption to all CCS units.

- Elected Board is put in place in WBSCB, all 17 CCBs and 4630 out of 5740 PACS.
- Advertisement issued for selection of CEOs in SCB and CCBs.
- Professional directors as per Fit & Proper criteria placed in the board of SCB..

Statutory Audit of SCB/CCB |
Statutory Audit as on 31 March 2010 and 31 March 2011 by Chartered Accountants from NABARD approved panel has been completed in all CCBs and WBSCB. |
Introduction of CAS/MIS |
Printing of books and ledgers for PACS has been completed and the books have been supplied to all PACS. CAS/MIS implemented from 01.04.2009. |
Computerisation of CAS&MIS in PACS |
SLIC has opted for the core software for computerisation of CAS/MIS in PACS. Dry run is completed in all 3 PACS. Customisation of software completed. Installation of hardware and rollout of software is in progress. |
HRD Initiatives |
- WBSCB and Academy of Cooperative Management, Research and Training (ACMART) identified as nodal agency to coordinate and organise training programmes for capacity building in the state.
- 5 master trainers trained by BIRD, Lucknow on training modules for PACS Secretaries and elected members
- 74 District Level Trainers (DLTs) were trained by the Master Trainers
- DLTs imparted training to 7893 PACS functionaries and 7764 elected members at District / Taluka level.
- Training on CAS/MIS imparted to around 5578 PACS functionaries at the ground level and 121 resource persons for providing hand-holding support for CAS/MIS.
- 3 Master Trainers' have been trained under Business Development Programme.
- Training has been imparted to 6,345 PACS functionaries under Business Development Programme
- 17 CEOs attended the programme on Business Development in order to recognise the increased business opportunities in the changed scenario.
- 168 elected board of directors of CCBs and SCBs have been trained on the need for change and issues in governance in the post reform scenario.
- 429 Branch Managers/Senior Officers of CCBs/SCB trained under Business Development/Diversification Programme

- Impact study of Revival Package in 3 districts viz Hooghly, D. Dinajpur and Birbhum conducted by RO. Reports sent to HO
- State Govt. equity in excess of 25% in 1404 PACS. GO issued for conversion.
