Circular No. 135 / DFIBT-19 / 2018
The Chairman
Regional Rural Banks
(Except Gramin Bank of Aryavrat & Narmada Jhabua Gramin Bank)
Dear Sir,
Enablement of Dual authentication facility at all BC channels
Department of Financial Services, Ministry of Finance, Government of India has advised all banks vide their letter dated 17 May 2018 that dual authentication feature for SHG transactions at all BC points both for ‘ON-US’ and ‘OFF-US’ transactions may be enabled.  In this connection, NPCI has also been advised by DFS, MoF, GoI to take suitable steps and issue necessary guidelines to banks to enable dual authentication feature for ‘OFF-US’ transactions.
02. The dual authentication technology in respect of microATMs would allow biometric validation of two individuals as signatories of an account and would considerably facilitate the SHGs to complete most of their transactions at BC point itself and thereby reduce the need for the SHG leaders/ authorised signatories to visit the bank branches.
03. We, therefore, advise you to initiate necessary action to extend the facility of dual authentication mode for SHG transactions at BC points at the earliest.
04. The action initiated in this regard may be communicated to our Regional Office.
Yours faithfully
(R Srinivasan)
