To enhance its commitment to climate action, NABARD has established the Department of Climate Action and
Sustainability (DCAS). With its agile and focused approach, NABARD aims to take a leading role in promoting a
holistic, sustainable, and climate-resilient future.
Core functions of the department
- Development of suitable climate/green finance products and evaluating opportunities for financing and ecosystem
enabling.
- Development of green taxonomy suitable for adoption by NABARD and development of framework for green tagging the
entire range of portfolio of NABARD.
- Capacity building and sensitisation of stakeholders including State Governments, institution’s own staff and
partner institutions on climate finance and accessing resources from National and International funding
mechanisms.
- Promote knowledge sharing and dissemination to enhance the adaptive capacity and resilience of vulnerable
communities in India.
- Continuing role as Direct Access Entity/National Implementing Entity for Green Climate Fund (GCF), Adaptation
Fund (AF) and National Adaptation Fund for Climate Change (NAFCC).
- Supporting projects and programmes through Climate Change Fund, now augmented with additional interest
differential generated from Rural Infrastructure Development Fund (RIDF), Warehouse Infrastructure Fund (WIF)
and Food Processing Fund (FPF).
- Partnerships and collaborations with a wide range of organisations and stakeholders in the climate change
sector, including government agencies, NGOs and international organisations.
Projects implemented by DCAS
Adaptation Fund (AF):
- NABARD, in its capacity as National Implementing Entity (NIE) to Adaptation Fund, accessed funds amounting to
USD 9.94 million for supporting 06 concrete adaptation projects and 02 technical assistance projects, across
India. These projects benefitted 57,802 vulnerable people in six States with impact across sectors like water
management, coastal resource management, food security, agriculture, food system conservation and livelihoods.
The AF country cap for India has since been increased to USD 20 million, from earlier USD 10 million.

Green Climate Fund (GCF):
- GCF is one of the largest climate financing mechanisms which finance both mitigation and adaptation projects.
NABARD was accredited as Direct Access Entity (DAE) in the 10th Board meeting of the Green Climate Fund (GCF)
held in July 2015 and reaccredited during October 2022. NABARD is eligible to submit projects of large size
having an outlay of more than USD 250 million. Under GCF, two proposals submitted by NABARD were sanctioned by
GCF, targeting both mitigation and adaptation sectors. The details of the projects are as under:

National Adaptation Fund for Climate Change (NAFCC):
- Under the National Adaptation Fund for Climate Change (NAFCC), grants totalling Rs 847.47 crore were allocated
to 30 projects across 25 States and 2 Union Territories. These projects aim to mitigate the impact of climate
change on key sectors such as water management, agriculture, livestock, coastal areas, and forest ecosystems. In
addition to individual state and UT projects, a regional initiative titled "Restoration of degraded landscapes
to natural ecosystems for climate resilience and livelihood enhancement of vulnerable communities" is currently
being implemented in Rajasthan, Telangana, and Maharashtra, with a grant of Rs 126.10 crore.

Climate Change Fund:
- In 2016-17, NABARD created the Climate Change Fund (CCF) with an initial corpus of ?5 crore, which was later
increased to ?20 crore. The fund aims to promote and support activities that address climate change impacts,
encourage innovative adaptation and mitigation measures, facilitate awareness generation and knowledge sharing,
and foster sustainable development. Additionally, the CCF has been augmented by interest differentials generated
from RIDF, WIF, and FPF during FY 2022-23 and FY 23-24, following approval from the RBI. This enhancement
enables the funding of innovative projects and initiatives aimed at climate action.
- Second, Another multi-state project on ‘Restoration of degraded landscapes to natural state of ecosystem for
climate resilience and livelihood improvement of vulnerable communities’ with grant assistance of Rs.126.10
crore is being implemented in Rajasthan, Telangana and Maharashtra States.
Centre for Climate Change:
- In 2018, NABARD established a Centre for Climate Change at Bankers Institute of Rural Development (BIRD),
Lucknow. This centre focuses on building the capacity of stakeholders, advocating for policies, and fostering
national and international collaborations to address challenges related to climate change. It aims to integrate
knowledge, technology, and finance to tackle climate change impacts and leverage opportunities arising from it,
especially in rural areas and for vulnerable communities.
Climate strategy 2030
- Climate strategy 2030 has been developed with a vision to catalyse climate finance to enhance resilience and
prosperity of our farmers and rural communities with four pillars

b. Broader market making role
c. Internal Green transformation and
d. Strategic resource mobilization.
