What are PACS?

  • Cooperative societies is a State Subject under Entry 32 of the State List of Seventh Schedule of the Constitution of India. While cooperative societies functioning within a single state are governed by the Cooperative Societies Act of their respective states, cooperative societies functioning in more than one state/UT are governed by the Multi-State Cooperative Societies Act, 2002 under the purview of the Government of India (GoI).
  • Primary Agricultural Credit Societies (PACS) are basically credit societies that are registered under the Cooperative Societies Act of the State concerned. They are distinguished by the nature that they are grassroots-level institutions in villages with individual farmers, artisans, and other weaker sections as member shareholders. They form the lowest tier of the federated short-term cooperative credit structure with District Cooperative Banks (DCCBs) and/or State Cooperative Banks (StCBs) in their upper tiers.

What are the business activities undertaken by PACS?

  • PACS are expected to mobilize deposits from its members and use the same together with borrowings from higher tiers for providing loans to needy members. They were aimed at promoting thrift and mutual help among the members. However, income generated from these businesses alone was found insufficient to sustain the operations of PACS. They later diversified their activities to provide credit-linked services like input supply, storage and marketing of agricultural produce, etc.
  • The economic activities undertaken by PACS are guided by their respective byelaws, which in most cases, are decades old and need to be revised. In order to address this issue and to transform PACS into vibrant economic entities at the village level, the Ministry of Cooperation has prepared and circulated, draft model bye-laws for PACS, amongst all the States/ UTs for adoption as per their respective State Cooperatives Act to enable PACS to undertake more than 25 business activities (agriculture & non-agriculture, credit and non-credit), thus converting them into Multi-Purpose Primary Agricultural Credit Societies.
  • Some of the indicative business activities which can be taken up by PACS as per the model bye-laws are short-term, medium-term, and long-term credit, fertilizer, and pesticide distribution, seed distribution, fisheries/dairy/poultry activities, farm machineries/implements, custom hiring centers, floriculture, beekeeping, fish/shrimp farming, chicken, sheep, goat, pig farming, silk production, milk production, procurement of food grains, collection, grading, cleaning activities, activities related to packaging, branding, and marketing of agricultural products, agriculture product processing, storage facility (warehouse and cold storage), community center, hospital, education, fair price shops, LPG/ petrol/ diesel dealership, Bank Mitra/ Business Correspondence, insurance facility, common service center/ data center, locker facility, etc.

What is PACS computerization?

  • The PACS have so far been largely out of the ambit of the technology support. The large outreach of PACS to the Small and Marginal Farmers (SMFs) makes them a systemically important class of agricultural credit purveying institutions. Keeping in view the above and to make PACS self-reliant in tune with ‘Atmanirbhar Bharat Abhiyaan’, the Government of India (GoI) has, on 29th June 2022 approved the Centrally Sponsored Project for Computerisation of Primary Agricultural Credit Societies for a period of five years from 2022-23 to 2026-27. PACS computerization entails bringing all the functional PACS onto an ERP (Enterprise Resource Planning) based common software, linking them with NABARD through State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs).

What are the Objectives of PACS Computerization?

The objectives of the scheme are:

  • Increasing the efficiency of the operations of PACS.
  • Speedy disbursal of loans, lowering of transaction costs, reducing imbalances in payments
  • Seamless accounting with DCCBs and StCBs and increase transparency.
  • Enhancing trustworthiness in the working of PACS among farmers.
  • Implementation of a Common Accounting System (CAS) and Management Information System (MIS) enabling PACS to carry out their operations online and obtain refinance/ loans for their various activities from NABARD through DCCBs and StCBs.

What are the components of the scheme?

There are 3 components of assistance to the PACS under the scheme:

  • Hardware – Each PACS under the scheme will be given a computer, webcam, VPN, printer, and a biometric device. This would enable the rest of the steps to be completed.
  • NLPS (National Level PACS Software)/ ERP – An ERP is being developed for the PACS which will enable it to digitize its day-to-day functions, provide better services to the members, and proper reconciliation of its accounts. NABARD has onboarded the National Level PACS Software Vendor (NLPSV) who is developing the ERP modules.
  • System Integrator – PACS in each State/ UT will be assigned to one or more SIs which will help the PACS to digitize its legacy data, adapt the ERP and customize the ERP as per the state’s policies.

What is the budget?

  • The total budget of the scheme is Rs.2516 crore to be shared between the Government of India, State Governments, and NABARD.

What is the period of this scheme?

  • The scheme is operational from 2022-23 to 2026-27 for a period of five years.

Who will implement the project?

  • NABARD is the implementing Agency for the project.

Who are the stakeholders in this scheme?

  • The stakeholders of the scheme are the Government of India, State Governments, NABARD, State Cooperative Bank, District Central Cooperative Banks, Primary Agricultural Credit Societies, National Level PACS Software Vendor (NLPSV), National Level Data Repository Vendor (NLDRV), System Integrator (SI) of each State, etc.

What are the benefits of PACS Computerization?

  • There are 63000 PACS, LAMPS, etc. who will benefit directly through computerization of their credit/ non-credit business activities related to Agriculture and Allied activities. (In North East and Tribal Areas of the country, due to thinly populated areas, Large Area Multipurpose Societies (LAMPS) are prevalent which function more or less like PACS. Such LAMPS or any other societies similar to PACS will also be covered in this project within the proposed budget outlay).

Which Ministry is backing the project?

  • The project is backed by the Ministry of Cooperation.

What is NABARD’s role?

  • NABARD will implement the project and act as project manager for the PACS Computerisation Project at the Central level under the guidance and directions of the National Level Monitoring and Implementation Committee and Ministry of Cooperation.

How many PACS will benefit?

  • The scheme will benefit 63,000 PACS.

How will the project proceed/ be phased?

  • The project is phased from 2022-23 to 2026-27 along with handholding support for the duration of the scheme.

What software will be used for computerization?

  • One common ERP software will be provided to all the PACS in the project, across the country, to capture data on all functionalities of PACS, both credit and non-credit. This software would be customizable for state-specific needs.

What about data security/data management?

  • NABARD has engaged a vendor namely National Level PACS Software Vendor (NLPSV) to provide the common software including cyber security and data storage.

What is the hand-holding aspect of this scheme?

  • Handholding support for a total 5 years from 2022-23 to 2026-27 by System Integrators, NABARD, etc., is envisaged in the scheme.

Is there any eligibility criteria for the PACS?

  • All functional PACS will be eligible to join the project. A PACS will be deemed functional if it fulfils the necessary condition i.e. completion of Audit of accounts of PACS for the financial year 2021-22. If the selection is being done in FY 2023-24 or FY 2024-25, then the audit of the respective previous year will be the cut-off date for the audit.

What is PMU?

  • PMU is responsible for planning and monitoring of the project. The PMU is hired by NABARD.

How will different state laws for cooperatives be streamlined?

  • The software will be customized based on the Cooperative laws of each State.

What are the expected outcomes of the project?

The expected outcomes of the project are

  • PACS functions will be faster, transparent, and accountable.
  • Migration of the legacy data.
  • Timely generation of MIS.
  • Improved facilities (credit & non- credit) to members at PACS level.
  • Financial irregularities can be prevented on time.
  • Increase in work efficiency of the PACS staff.
  • Enhanced financial inclusion and business opportunities for the members.
