Constitutes a committee to recommend measures in this regard
The State government has constituted a special committee headed by the Telangana State Cooperative Apex Bank Ltd (TSCOB) Chairperson, K. Ravinder Rao, to suggest measures to strengthen the cooperative bodies in the State.The committee comprising representatives of Reserve Bank of India, Nabard, Agriculture and Cooperation Department and TSCOB as members has been asked to submit its recommendations within two months. The committee was constituted during a meeting convened by Chief Secretary S.K. Joshi to review the performance of the TSCOB and allied bodies here on Tuesday.
The meeting decided to appoint chief executive officers for district cooperative central banks in line with the RBI norms ending the stalemate over the appointments of the CEOs. The appointment of CEOs for six DCCBs would commence soon under the supervision of the TSCOB, and the officials concerned have been directed to complete the process within 45 days.
It was resolved to appoint TSCOB senior officials as officers on special duty (OSD) to the DCCBs in the light of complaints over violation of norms in some district-level banks. In addition to studying the violations, the OSDs would also be entrusted with the responsibility of putting in place effective governance and skill development practices for district-level officials. The Nabard, according to an official release, informed the participants that it has prepared a comprehensive report about the measures that should be taken to revitalise the DCCBs which were found to be lagging in performance in terms of financial and other aspects.
The meeting discussed the progress of computerisation of the Primary Agriculture Cooperative Societies launched by the government in coordination with the Nabard and TSCOB. Officials concerned informed that the activities in 519 of the 798 PACS attached to nine DCCBs have already been computerised. System audit has also been completed in 758 PACS and all the PACS would migrate to the online transaction system soon.
The Chief Secretary appreciated the progress of computerisation work and directed the officials concerned to submit month-wise reports on the activities of these grassroot-level bodies to the government, the release added.
