Functions and duties : 
 
1.  Preparation of Annual Research Plan for conducting in-house studies on areas of interest to NABARD. Supporting Techno-Economic Research Projects/ Studies/ Action Research/ Surveys in the field of Banking, Agriculture and Rural Development. 
2. Provide policy inputs to the Management as and when required.
3. Promote R&D by sponsoring seminars and studies conducted by research Institutions/Agencies/Universities
4. Associate with Committees, Expert/Working groups set up by GoI, RBI, etc
5. Establish Chair Units in Universities/Institutes of Repute.
6. Bring out Occasional Papers/Monographs/Working Paper.
7. Institute schemes for providing scholarship to Post Graduate/Doctoral students and also support Student Internship Scheme.

The powers and duties of its officers and employees

1. Duties and powers to be exercised are as per NABARD Staff Rules, 1982.
2. Financial sanctions pertaining to funds, are based on parameters & laid out instructions in “Delegation of Powers’ under Research and Development (R&D) Fund. 
3.  Sanctions under   Administrative expenditure are as per instructions laid down under
NABARD Expenditure Rules 2019

Procedure followed in the decision making process, including channels of supervision and accountability
Hierarchy based decision making process with group approach is adopted for performing the functions of the Department. 
 
(iv) Norms set by it for the discharge of its functions
Norms set for the discharge of duties originate from extant policy guidelines, circulars, manuals etc. 
 
(v)
Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.
Extant circulars/guidelines pertaining to Research and Development Fund are referred to for disposing of cases/proposals. These are accessed by staff on the Bank’s intranet. R&D guidelines are placed in public domain in Bank’s website.
These guidelines are periodically updated.

Through collaborative research with academic/research institutes of repute and, networking with Regional Offices of NABARD.

The annual budget estimates under R & D Fund are allocated to DEAR, Head Office (HO) as per Board approval. It is administered by HO for most products  and by Regional Offices (ROs) for Seminars and Student Internship schemes.
