Functions and duties :
  • Acquisition of land for office premises and staff quarters
  • Construction of office building and flats for staff
  • Monitoring of project works at various locations
  • Arranging maintenance work of office premises/staff
    quarters at various centres and monitoring its progress
  • Disposal of bank’s properties at various centres
  • Arranging structural audit of bank's properties
  • Allotment of staff quarters, retention of flats on transfer / retirement.
  • Insurance of Bank's properties
  • Conveyance, arbitration and court cases of all properties
  • Liaison work with local authorities i.e. Municipal Corporations, Collectors, etc.
  • Payment of property tax, electricity bills and water bills of
    colonies and office premises bills of vendors
  • Tax deduction/remittance and issue of TDS certificates to vendors
  • Providing telephone, holiday home, lounge and canteen facilities to staff
  • Annual maintenance contract for various works
  • Purchase of dead stock items, office equipment, stationery, office car, etc. and Management of Inventory
  • Providing protocol for Chairman, Deputy Managing Director and other VVIPs
  • Maintenance matters pertaining to the fleet of Bank's vehicles, hiring and deployment of vehicles
  • Disaster management
  • Conducting Fire Audit/Security Audit of ROs
  • Security and safety of office premises & staff building.
(ii) The powers and duties of its
officers and employees
The powers and duties of officers and employees of DPSP are
specified under
(iii) Procedure followed in the decision making process, including channels of supervision and accountability The Department is headed by Chief General Manager who reports to the Deputy Managing Director. The Chief General Manager is assisted by General Managers, Deputy General Managers and other officers and staff in the Department. The decision making process, channel of supervision and accountability is as per the procedures prescribed under NABARD (Staff) Rules, 1982 and guidelines / instructions issued by the Bank from time to time. A clear cut demarcation of roles, responsibilities and discretionary powers exists accordingly. All decisions taken are subject to review by the Concurrent Auditors, Statutory Auditors appointed by GOI, Inspection Department of NABARD and RBI inspection.
(iv) Norms set by it for the discharge of its functions Functions are discharged within the framework of rules and regulations of NABARD. In addition, detailed circulars have been issued and based on the criteria/parameters laid down in these instructions, the cases are scrutinised.
(v) Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. Besides the instructions issued from time to time, the following
Rules are used by employees for discharging functions:
(vi) A statement of the categories of documents that are held by it or under its control Documents relating to properties, sanction of contracts and acceptance of terms and conditions are kept in the Department.
(vii) Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof Since the Department deals with in house administrative and service matter, there is no consultation with or representation by the members of the public in relation to the formulation and implementation of its policy.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public The Department functions under directions and advice of the
following Committees
  • Board of Directors of NABARD
  • Audit Committee of the Board
  • Premises Committee of Board
The minutes of meetings of the above committees are accessible for public, save the information exempted from disclosure under
Section 8 (1) of RTI Act.

The Annual budget is provided by Accounts department and expenditures are made on a regular basis in accordance with approvals from the competent authority.

including the amounts allocated and the details of beneficiaries of such programmes
No subsidy programme is administred by the Department.
