Functions and duties: Warehouse Infrastructure Development
- Providing financial support for creation of Scientific Storage Infrastructure (Dry and Wet)
for Agricultural Commodities out of Warehouse Infrastructure Fund.
- Financing APMCs for construction of marketing infrastructure within the APMCs.
- Facilitate accreditation/ registration of Storage structures by WDRA.
- Capacity Building of Stakeholders in Agriculture commodity storage and marketing sector.
Support for creating Infrastructure and Promoting Food Processing Industries
- Provide credit for establishing infrastructure in Designated Food parks and processing units
in these designated food parks.
- Formulate policies / strategies for augmenting the processing infrastructure losses,
creating awareness for value addition, and developing forward linkages for the farmers
produce directly.
- Promote modernization of existing processing units in the designated food parks resulting in
technology upgradation, automation, increase in efficiency, improvement in product quality,
reduction in cost etc.
- To assist MOFPI, Government of India, in effective implementation of Mega Food Park Scheme,
Scheme for Creation of Agro Processing Cluster, Scheme for Creation of Backward and Forward
Linkages and Scheme for Cold Chain, Value Addition and Preservation Infrastructure by being
a member in the Inter Ministerial Approval Committee and Technical Committee.

Sanctions: Depending on the amount of term loan, the projects are sanctioned by the Internal
Sanctioning Committee for loans under RIDF (ISC) or the Sanctioning Committee (SC) which is a
sub-committee of the Board of Directors as under:

Procedure followed in the decision making process, including channels of supervision and
accountability
|
- Policies related with the various activities of the department are formulated at Head Office
level.
- Sanction of projects for financial assistance is accorded by the Sanctioning Committee/
Internal Sanctioning Committee based on the loan amount.
- Post sanction activities including disbursement of loan, monitoring of projects, review of
progress, etc., is carried out by the Regional offices as per laid down guidelines.

The functions are discharged as per the guidelines set by GoI / RBI and as per the rules and
regulations of utilization of the funds. |

All financial transactions are subject to NB Expenditure Rules 2014 and delegation of powers
approved by Competent Authority and as per the extant loan policy. |

those related to multistate projects are kept at HO. |

Public opinion is taken into consideration based on feedback received from public during monitoring
and evaluation studies. The same is taken into consideration for policy formulation. Further, the

Parliament, MLAs, various Committees, stakeholders such as collateral companies, commodity
exchanges, warehouse owners, promoters of DFPs and farmers, etc. are duly considered for bringing
about refinements in the policies and procedures to the extent feasible and considered necessary in
consultation with GoI and RBI. |

GoI through budgetary announcement has created two special funds viz. Warehouse Infrastructure Fund during 2013- 14
and 2014- 15 with a corpus of Rs. 5000 crore for each year for providing financial assistance to warehousing sector.
Food Processing Fund was created during 2014-15 with a corpus of Rs. 2000 cr for providing affordable credit to
designated food parks notified by MoFPI and food processing units in these designated food parks. The details of
corpus, sanctioned amount, disbursements etc., as on 31 December 2023 are as below:
