- Micro Credit Innovations Department (mCID) under NABARD designs appropriate products and
delivery channels to facilitate smoothening financial services to unreached segment through
SHG and JLGs.
- Providing expert opinion on various forums/committees constituted by GoI/RBI.
- Documenting best practices and bringing our publications including status of microfinance in
India for facilitating policy advocacy.
- Capacity Building/ Promotional grants for SHG/JLG/ conduct of Seminars, Workshops and
Colloquium under FIF.

The powers and duties of its officers and employees
|
In case of promotion for SHG-BLP, Chairman NABARD is the authority empowered to sanction
proposals under FIF. The
role of DHSC/ HOCLSC/ ROCHSC for proposals under FIF is recommendatory in nature. These
Committees will recommend the proposals under FIF for sanction by Chairman. MCID, HO will place
the proposals recommended by DHSC/ HOCLSC/ ROCHSC for the sanction by Chairman. The Committees
shall recommend the proposals for sanction by Chairman as per the delegation indicated below.

Procedure followed in the decision making process, including channels of supervision and
accountability
|
Policy: Policies on various schemes being implemented by mCID are formulated at
HO level based on the feedback received from field as well as from clients.
Implementation and Monitoring: Implementation and monitoring of the schemes is
done by both RO as well as MCID HO.
Financial transactions: All financial transactions are subject to
concurrent audit and RBI inspection.

Norms set by it for the discharge of its functions
|
Functions are discharged within the framework of rules and regulations of NABARD and as per the
guidelines received from GoI and RBI. Detailed circulars have been issued by the department and
based on the criteria/ parameters laid down in these instructions, the cases are scrutinized. Annual
targets as approved by Chairman have been allocated to Regional Offices, which are monitored and
reviewed periodically at Regional Office/Head Office level. Since these are RO wise/department wise
targets, ratings are based on same taking into consideration contingent factors.
