Functions :

  • Providing low cost loans from RIDF to State Governments for development of infrastructure facilities in rural areas for promotion of agriculture & rural development; Appraisal and sanction of projects submitted by various State Governments for developing rural infrastructure as per the approved eligible activities under RIDF; Disbursement of loans to State Governments based on drawal applications for sanctioned projects; Sample field monitoring of projects sanctioned under RIDF.
  • Providing loans under Govt. of India schemes based on the approval of Govt. of India and specific request from the concerned Ministry/ State Governments. As on 31 March 2022, NABARD has funded Central/ State share of the identified projects under Long Term Irrigation Fund (LTIF) and part funding of Central share under Swatchh Bharat Mission-Gramin (SBM-G) & Pradhan Mantri Awas Yojana-Gramin (PMAY-G) and eligible micro irrigation projects under Micro Irrigation Fund (MIF).
(ii) The powers and duties of its

  • Formulation of Policy guidelines for appraisal of RIDF projects of State Governments, disbursement of funds for sanctioned projects and other related issues ; Preparation of Memoranda to the Board of Directors and to the Sanctioning Committee of the Board (SCB), management of data of sanctioned projects and also the disbursements made thereof; Sanction and disbursement of grant under Rural Infrastructure Promotion Fund (RIPF) to State Governments, Panchayats, SHGs, etc. by ROs/HO.
  • Formulation of MoA, operational guidelines and related terms and conditions in consultation with Govt. of India for operationalisation of LTIF, PMAY-G, SBM-G and MIF; sanction of loans as per the request of borrowing entity along with due recommendation of the concerned Ministry and disbursement of the same.

decision making process,
including channels of
supervision and
accountability
  • The infrastructure projects pertaining to eligible activities under each Tranche of RIDF are submitted by the State Governments through their Nodal Department to NABARD’s Regional Offices (ROs). The project proposals are scrutinised by the ROs through desk and need based field appraisal. The Appraisal reports are then further scrutinised by HO and placed before the SCB for consideration and sanction. Details of projects sanctioned are communicated to the State Governments through the respective ROs of NABARD.
  • Procedure followed as per MoA, operational guidelines & Terms & Conditions of sanction under respective product viz. LTIF, PMAY-G, SBM-G and MIF.
(iv) Norms set by it for the
discharge of its functions
  • The size of the corpus under each tranche is decided by GoI and RBI on an annual basis. There are 39 eligible activities under RIDF which are approved by GoI. The details are available on www.nabard.org. The rate of interest and period of loan are as decided by the RBI. Distribution of the allocation among all States/ Union Territory is done on yearly basis. The projects are sanctioned with General Terms and Conditions as well as project specific Special Terms and Conditions. Loans to State Government are provided on reimbursement basis against the actual expenditure incurred in execution of sanctioned projects. Notwithstanding the above, mobilisation/start up advance is also released, if required by the State Govt., on acceptance of the terms and conditions of sanction, to speed up the implementation of projects.
  • The functions are discharged as per MoA, operational guidelines/ Terms of Reference, Terms & Conditions of sanctions executed between NABARD and the concerned GoI Ministry/ State Govt., for LTIF, PMAY-G, SBM-G and MIF.
  • Sanction and disbursement of grant under RIPF, for supporting innovative/ experimental/ promotional infrastructure especially in rural areas /capacity building of NABARD officers, Officials of State Government and evaluation studies.

  • Checklists have been made available to all the State Govts. for preparation of Detailed Project Report. The Operational Guidelines are periodically updated and are available in public domain at www.nabard.org. Hard/soft copies of circulars, guidelines are available in ROs/HO, which are accessed by staff for disposing of cases / proposals.
  • MoA along with the operational guidelines/ Terms of Reference and terms and conditions; as executed under LTIF, PMAY-G, SBM-G and MIF.

  • Documents relating to proposals, for sanction and disbursement under RIDF, acceptance of terms and conditions of sanction etc. submitted by State Govts, are maintained at RO level. Details of projects sanctioned by Sanctioning Committee, disbursements made to State Governments – both cumulative and during the year etc. are also maintained. Similarly details of projects sanctioned and amount disbursed under RIPF are being maintained.
  • MoA along with the operational guidelines, Terms of Reference as well as Terms and Conditions of sanction as executed under LTIF, PMAY-G, SBM-G and MIF.

  • At present, 39 activities are eligible for funding under RIDF as approved by GoI. The general terms and conditions of RIDF are decided by RBI every year. RIDF policy is formulated keeping in view the priorities of GoI and RBI.
  • The Terms and Conditions and policy in respect of the operationalization of LTIF, PMAY-G, SBM-G and MIF have been formulated by NABARD in consultation with the concerned Ministries of Govt. of India.

The Department functions under directions and advice of the following Committees:

  • Sanctioning Committee of the Board (SCB), a sub-committee of the Board, for sanction of RIDF loans to State Governments for various projects
  • Internal Sanctioning Committee, comprising of senior officers of NABARD including Chairman for sanction of RIDF loan to State Governments for various projects upto an amount of Rs. 300 crore.
  • Projects under LTIF, PMAY-G, SBM-G and MIF are sanctioned by Board/ or the Committee where the power has been delegated by Board.
  • Top Management Business and Grants Sanctioning Committee (TMBGSC) for sanction of grants / grant-cum-loan for various projects under RIPF.
  • The proceedings and minutes of the Meetings of the Board and various Committees are maintained in hard and soft copy in the Department.
