The department has two verticals, viz., strategic planning and Product Innovation. The verticals are entrusted with the tasks as under:
  • To bring in incremental innovation in the existing products of the Bank.
  • To launch innovative products in tune with changing financial sector landscape, clientele needs and the emerging rural landscape as per the mandate of NABARD.
  • To formulate short/medium/long term plans for the Bank.

Besides, a Cell has been created to look after the work related to digital and technological interventions of NABARD in the Rural Financial Institutions.

(ii) The powers and duties of its officers and employees As per NABARD Staff Rules 1982 and
NABARD Expenditure Rules 2023
(iii) Procedure followed in the decision making process, including channels of supervision and accountability Hierarchy based decision making process with group approach is adopted for performing the functions of the department.
(iv) Time limit for taking a decision, if any
  • As per contractual obligations in respect of payments to consultants, portal developments, terms and conditions of sanction letter under Technology Facilitation Fund.
  • For administrative, operational and functional matters, as directed by the top management/Board level committees and manuals/policies/ circulars governing such operations, etc.
(v) Norms set by it for the discharge of its functions Norms set for the discharge of duties originate from extant policy guidelines, circulars, manuals, etc., as applicable in-
(vi) Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. The Department follows-
  • Provisions of internal circulars/ guidelines issued by the Bank.
  • Provisions of NABARD Act 1981, regulatory guidelines issued by Govt. of India, RBI etc.
  • Any other rules/guidelines as applicable.
(vii) A statement of the categories of documents that are held by it or under its control Case specific documents will be held by the department under its control.
(viii) Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof Policy framed as per corporate office guidelines/subject to approval of Board of Directors consisting of representatives from GoI/RBI.
(ix) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public Committee for Navpravartan (to review, recommend and accept suggestions from staff).
